According to Naruto Wiki, for the first few years of Naruto's publication, an annual character popularity poll was held. Readers could vote for their favourite character and the results were presented in the next chapter. The top-ranking characters were drawn together in a colour spread. Some of the later polls also included a jutsu popularity poll. The most recent poll was held in 2011.
But. Those polls were held only in Japan and they took into account only Japanese votes.
What about us?
On
June 01, 2012, I started the
European and American Naruto Character Popularity Poll. The poll lasted until
December 01, 2012. Every two weeks on Monday there had been a video posted on my YouTube account, including current results of the poll. You can watch the poll intro, and the videos including respective round results here=>

Poll rules:
1. Every person who wished to submit their vote had to choose 10 of their favourite characters from Narutoverse. No double spots (except for Sakon/Ukon and Zetsu), no placing the same character twice on the list, no incomplete lists with less than 10 spots were allowed. Votes could be submitted via my YT account, via my FFnet account or via dA account.
2. Favourite characters people could vote on: people, animals (Akamaru, Kuromaru, and so on), summons (Gamabunta, Fukasaku, Manda, Pakkun and other ninkens, and so on) and Bijuus (Kurama/Kyuubi, Gyuuki/Hachibi, and so on).
3. Only people from Europe and North and South America could submit their votes. I decided on this because it would be too much data to process if I took more countries into the account.
